The Environment Agency publishes a notice pursuant to paragraph 33(1) of the Industrial emissions Act (THS).

The Environment Agency States that it has lodged an application for an integrated environmental permit with the limited company Eesti Höövelliat (registry code: 10106065) (address Ruusi tee 12, 12a, 12b, 12c, 19, Kaarhalli, village Päraküla, municipality of large-Jaani, County Viljandi) on 29.09.2017. The company applies for an integrated environmental permit pursuant to paragraph 19(2)(2)(p) (9) and (3) of the Industrial emissions Act (“the THS”) and paragraph 12(p) (1) of Decree No 89 of the Government of the Republic of 06.06.2013, entitled “list of sub-sectors and threshold capacities requiring an integrated permit 1 for the operation of the installation”, which provides for an integrated permit for the surface treatment of substances, objects or products using organic solvents, such as finishing, printing, coating, degreasing, maintenance of water, primacy, coating, coating or impregnating of more than 50 tonnes or 150 tonnes per year.

It has been operating since 1993. Its main activity is the production of profile shapes. The plant has valid outdoor air pollution permit No L.V/325284 valid for an indefinite period and waste permit No L.JÄ/325844 dated 02.02.2020. The company applies for an integrated environmental permit for an increase in production capacity. According to the application for an integrated environmental permit, the plant has installed production capacity for organic solvents, including solvents in preparations, at a cost of up to 213,288 t/y. the plant operates 364 days a year, 24 hours a day. The company employs around 200 workers.

The application for integrated environmental permit and other relevant documents can be consulted by the Environment Agency at Viljandi mnt 16, Tallinn.
The application is available digitally in the ECHA environmental decision information system's register at the following address: https://kotkas.envir.ee where the application is registered on 29.09.2017 under number DM-100348-4.

Until such time as a decision is taken to grant or refuse an integrated environmental permit, any person shall have the right to submit to the Environment Agency his or her reasoned submissions and objections to the application. The draft decision to grant or refuse an integrated environmental permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
