Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the request submitted by Lihula Maameandus limited company (registry code: 10057610) (address Tallinna mnt 62, 90303 Lihula) on 31.07.2017 to amend the mining permit for the Mustu-Nõmme sandy quarry No L.MK.PM-28419 (corrected request under document management system of the registered Environment Agency 13.10.2017 No 12-1/17/11081-5) has been accepted. According to the application, the mining permit is to be extended for 10 years, i.e. until 21.06.2030.

The black-Nõmme sand quarry is located in Pärnu, County of West Anna, Palatu, on a state-owned property, Mustunoma (cadastral mark 33402:002:0121), whose manager is the Ministry of the Environment and an authorised authority, the Earth Maa-amet. The mountain allocation applied for is 8.20 ha and its catchment area is 9.95 ha. As of 01.01.2018, Mustu-Nõmme's mountain allocation quarry is as follows: in block 1, the active consumption of building sand is 227,0 thousand m ³. The average annual rate of mineral extraction is 40 thousand m ³, which is used in road construction and in concrete mixtures. Lihula Land improvement is designated as the mining company.

The request for amendment of the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 680 7438, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the louna@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision to amend or refuse to modify the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
