Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by as Jiffy products Estonia (registry code: 10053049) (address Papiniidu tn 5a/1, 80042 Pärnu) on 22.02.2018 to amend (extension of) the mining permit No L.MK.PM-13269 for the RÄÄMA PEAT production area (registered under document management system of the Environment Agency No 22.02.2018 No 12-2/18/2652) has been accepted. According to the application, the mining authorisation is to be extended by 30 years, that is to say, until 20.12.2049, and the mountain allocation area is to be reduced to 79,22 ha and the surface area of the service area is to be adjusted to the border of the Rääma peatland.
The requested area for the production of Rääma peat is located in the village of Kilksama, in the municipality of Pärnu, on state-owned properties of Rääma peat (cadastral mark 73001:008:0221, the manager of State property is the Ministry of the Environment and the Delegated Authority for the Earth) and Surju District 48 (cadastral mark 73001:001:1395, the manager of State property is the Ministry of the Environment and the authorised authority is the State Forest Management Centre). The requested Mountain allocation for the Rääma peat production area consists of Block 1 of the active Command reserve for the LDV (registry card No 0230) and Block 2 of the active Command reserve for the highly degraded peat. The mountain allocation applied for is 79,22 ha and its catchment area is 172,86 ha. As of 09.02.2018, there were the following minerals within the Mountain allocation: the active consumption of low-performing peat is 38 thousand t, of which 38 thousand t are extracted and the active consumption of well-degraded peat is 268 thousand t, of which 240 thousand t are extracted. the maximum annual mining rate for mineral resources is 14 thousand t, the fields of exploitation are horticulture and energy.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision to amend or refuse to modify the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
