The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by as Jiffy products Estonia (registry code: 10053049) (address Papiniidu tn 5a/1, 80042 Pärnu) on 16.03.2018 for modification (extension of validity) of the permit for the extraction of elbow peat No KMIN-028 (registered under document management system of the Environment Agency No 16.03.2018 No 12-2/18/3904) has been accepted. According to the application, the mining authorisation is to be extended for a period of 30 years, i.e. up to 29.12.2049, in addition to adjusting the mountain allocation limit to the limits of the active consumables of 24 and 25, and the catchment area limit to the border of the elbow's peatland.
The requested area for the production of elbow peat is located in the municipality of Pärnu, in the municipality of Nurme, on land owned by the State, in the area of elbow peat (cadastral code 73001:001:0355), which is managed by the Ministry of the Environment and an authorised authority, the Maa-amet. The requested mountain allocation for the area of spawn peat includes 24 blocks of active consumption of scarce peat at the Lavassaare peat area (registry card No 0197) and 25 blocks of active consumption of well-degraded peat. The adjusted area of the mountain allocation applied for is 183.39 ha and its catchment area is 218.35 ha. As of 01.01.2018 the following minerals were within the scope of the Mining reserve: the active consumption of low-slope peat is 199 thousand t, of which the Mining stock is 199 thousand t and the active consumption of well-decomposed peat is 942 thousand t, of which the Mining stock is 885 thousand t. the maximum annual mining rate is 20 thousand t, the Mineral use is horticulture and energy.

The request for amendment of the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 680 7438, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision to amend or refuse to modify the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
