Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for amendment of the mining permit No VILM-037 for the Päts peat production area (registered under document management system 06.06.2018 No 12-2/18/9611) submitted by Matork Joint stock company (registry code: 101312) (address Eesti Pank village, Viljandi Municipality, 70301 Viljandi County) 05.06.2018 has been accepted. According to the application, the mining authorisation is extended by 30 years, i.e. until 28.12.2049, and the limits of the mountain allocation are adjusted to remove blocks 7 to 10 of the passive consumable reserve from the mountain allocation and to include blocks 3, 4, 11 and 12 of the active consumable reserve.

The Päts peat production area applied for is located in the village of Abja-Vanamõisa, in the municipality of Mulgi, in the municipality of Viljandi, on state-owned land with Päts peat (cadastral mark 10501:002:0031) and Päts peat production area (cadastral mark 10501:002:0041), the manager of which is the Ministry of the Environment and the Delegated Authority, the Earth. The requested mountain allocation for the Päts peat production area consists of an active consumable stock of 3 and 11 blocks of well-degraded peat at the Päts peat area (registry card No 0118), an active consumable stock of 4 and 12 blocks of low-severity peat and a valid mountain allocation for peat production area in the Päts area (licence No VILM-037), covering 11 and 12 blocks and part of the available mountain allocation. The mountain allocation applied for is 66.03 ha and its catchment area is 95.25 ha. As of 01.10.2017, there were the following minerals within the Mount allocation: the active consumption of low-performing peat 129 thousand t, of which the stock to be extracted is 129 thousand t and the active consumption of well-degraded peat is 189 thousand t, of which 131 thousand t is the mined stock. the maximum annual mining rate is 5 thousand t, the mineral uses are horticultural and heating peat.

The request for amendment of the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (+372 680 7438, info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The draft decision to amend or refuse to modify the mining permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
