Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the PM COMMERCIAL GROUP limited company (registry code: 10210359) (address: Männi tn 10, municipality of Valga, municipality of Valga, 68208 maakond of Valga) submitted an application for authorisation to exploit the mineral resources of the sandy quarry of Ruusamäe II. The quarry of “Ruusamäe II” applied for is located in the village of “foxes” in the municipality of Elva, Tartu, on private land, in the “Liivamäe” cadastral division (register part No 1992640, cadastral mark No 60801:001:0323). The mountain allocation for the Ruusamäe II pasture comprises 9 blocks of active consumption of building sand in the Helm-Aakre sandy deposit (registry card No 0518, building sand as a basic stock).

The area covered by the mountain allocation for the squirrel II pasture is 7.81 ha and the area covered by the mountain allocation is 7.81 ha. According to the application for authorisation for the extraction of mineral resources, as of 01.09.2018, the amount of active consumable stock of building sand from the Ruusamäe II quarry is 539 thousand m ³ and the extracted stock is 457 thousand m ³. An average annual mining rate of 36 thousand m ³ is applied for, the exploitation of the mineral is the construction and construction of roads. The period of validity of the authorisation applied for shall be 15 years.

The decision to initiate the procedure for applications for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 776 2419, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. The preparation of the draft mining permit decision will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
