Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the aktsiaselts Tootsi Turvas (registry code: 10021374) (address: Papiniidu 5, Pärnu City, Ville Pärnu, 80042 Pärnu County) submitted an application for modification of mining permit No KMIN-056 for the Ulila peat production area. The company wishes to extend the mining authorisation by 30 years and to adjust the boundaries of the service area of the mining and mining allocation and the quantities of mineral resources.

La peat production area is located in the municipality of Elva, Tartu district, Teilma village, in the State-owned cadastral unit Ulila peat production area (cadastral mark 60502:004:0035, registration number 987204) at the Sangla peat station (registry number 0195).

The area covered by the mountain allocation for the almond peat production area is 417.73 ha and the area covered by the mountain allocation is 705.16 ha. According to the application for authorisation for the extraction of mineral resources, on 30.09.2018 the amount of the active consumption of the low-depleted peat reserve in the Ulila peat production area is 208 thousand t and the mined stock is 208 thousand t and the amount of the active consumption of the well-decomposed peat is 1738 thousand t and the mined stock is 1589 thousand t. Mining is requested to have a maximum annual mining rate of 50 thousand. the fields of exploitation are horticulture and energy. The period of validity of the authorisation applied for shall be 30 years.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 776 2419, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
