Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that AS Kaltsiit (registry code: 10034187) (address: Otisaare lubjakivikarjäär quarry, Mõisaküla, Põltsamaa vald, 48213 Jõgeva County) submitted an application for amendment of Mineral Mining permit No L.MK/329511 for the Otisaare LIMESTONE quarry. The mountain allocation of the otisaary quarry is located in the village of Mõisaküla in Jõgeva, County Põltsamaa, in the State cadastral Otisaare lubjakivikarjäär (register part No 998835, cadastral mark No 57301:003:0520) and private cadastral cadastral parcels Otimetsa (register part No 2117335, cadastral mark No 57301:002:0102), Pajusi number Auncadastrate number 0035, registration number number 29680-0035, registration number 0035. The manager of State property is the Ministry of the Environment and the Delegated Authority is the Maa-amet.
The requested mountain allocation for the Otisaarare limestone quarry includes, in addition to the current mountain allocation for the Otisaarare limestone quarry, an active consumption of 6 blocks of building limestone recorded on 16.03.2018. In the past, as did not have any land-use rights for the land in question. To date, the land use right has been obtained and since the active consumption stock of 6 blocks is three-fold limited to the mountain allocation of the Otisaarare limestone quarry and thus forms a spatial whole, it is appropriate to add 6 blocks of the active consumption of the building limestone to the mountain allocation of the Otisaarare limestone quarry.

The mountain deposit of the ottiary pasture has an area of 52,82 ha and the service area of the mountain deposit is 66,62 ha. As of 31.09.2019, the active consumption stock of building limestone associated with mining reserves was 4023 thousand m ³, of which 3934 thousand m ³ are mined. The average annual extraction rate is set at 160 thousand m3. The purpose of the mineral resource is construction, road construction and renovation. The period of validity of the authorisation shall be until 09.07.2047.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 776 2419, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
