Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that an application for amendment of the authorisation to exploit the resources of the Kasesoo cod production area (“mining authorisation”) No KMIN-080 (registered under document management system of the Environment Agency No 18.03.2019 under number 12-2/19/257) has been lodged at the request of Tootsi turbvas (registry code: 10021374) (address Pärnu County, Pärnu City, Pärnu City, Papiniidu tn 5-Büroomaja 1, 80010).

The company Tootsi Turvas holds mining authorisation No KMIN-080 (valid from 24.07.2005 to 29.12.2019) in the Puhatu peat field on the mining allocation of the Kasesoo peat production area located in the village of Puhatu, eastern Viru, in the State-owned catchment areas Kasesoo peat production area 1 (title: 22901:005:0053) and security production area 2 (title: 22901:005:0054), and the competent authority of the Ministry of the Environment. The area of the mountain allocation is 217,95 ha and that of the service area of the mountain allocation is 269,93 ha.

The company Toottsi Turvas is seeking an extension of the period of validity of mining permit No KMIN-080 by 30 years, an adjustment of the limit on the service area of mining reserves and mining reserves and an adjustment of the direction of the restoration of the excavated area in order to restore the sex. The purpose of the application is to establish a new area of 205.71 ha for the mountain allocation and 269.97 ha for the service area for the mountain allocation.

As of 01.01.2019, the low level of consumption of peat in the Kasesoo peat production area is 111.917 thousand t, which is mined 111.917 thousand t, and the high level of consumption of well-degraded peat is 1192 thousand t, which is mined 1002 thousand t. the maximum annual mining rate for mineral resources is 11 thousand t. the resource is used as horticultural and heating peat.

The decision to initiate the procedure for amending the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency.
The application is available digitally in the public document Register of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to modify or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the request for amendment of the mining permit to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft amendment to the mining permit will be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
