Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that AS YIT Eesti (registry code: 10093801) (address Harju County, Tallinn, districts of the city centre, Pärnu mnt 102b) submitted an application for amendment of the mining permit for the sandy quarry of Eassalu III, No PARM-020. According to the application, the mining permit is to be extended for 10 years and the terrain is to be extended. The easalu III sand quarry is located in the municipality of Eassalu in Pärnu, Pärnu, in the cadastral district of Eassalu's sand quarry (cadastritus 15905:002:0267) and Eassalu's quarry (cadastre 15905:002:0015), the management of which is the Ministry of the Environment and the Delegated Authority of the Land.

The mountain allocation applied for is 4.67 ha and its catchment area is 5.88 ha. The maximum annual mining rate is 25 thousand m ³, which is used in road construction and in building blends.

The requested mountain allocation consists entirely of 1 blocks of the active consumable stock of the building gravel at Eassalu gravel (registry card No 0206), 2 blocks of the active consumable stock of building sand, 10 blocks and 11 blocks of active consumable sand and overlaps with an existing extraction licence of up to 16.12.2024 the Eassalu III sand quarry (authorisation No PARM-020, authorisation holder AS YIT Eesti). Mining is AS YIT Eesti.

The request for amendment of the mining permit and other relevant documents can be consulted at the nearest Office of the Environment Agency (tel 435 5621, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at http://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the info@keskkonnaamet.ee e-mail address or to the postal address Paala tee 4, 71014 iljandi.

The preparation of the draft mining permit decision will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
