Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that OÜ TorfEst (registry code: 14613806) (address Pärnu County, Pärnu City, Pärnu City, Pirni tn 24) submitted an application for authorisation to exploit a resource in the Nurme IV cod production area.

The mining permit is applied for in Pärnu County Town, Nurme village, Lavassaare peat deposit (registry card No 0197). The mountain and service areas are located in 39 plots of Halinga forest with cadastral identification 73001:001:0818. The mountain allocation and its catchment area is bounded by: elbow IV peat (73001:001:0808), Rüütel (16001:001:0115), Rabi-Saar (15904:001:0276),
Audru District 233 (16001:001:0171), granted (15904:001:0383), Audru District 163 (15904:001:0395), Liinamesa (16001:0026), Audru District 160 (15904:001:0394),
Audru District 84 (15904:001:0374), Nurme raba (73001:001:0200). The requested mountain allocation consists of 46, 48 and 71 blocks of active consumable stock of well-degraded peat in Lavassaare (registry card No 0197) and 47, 49 and 70 blocks of active consumables of depleted peat, covering part of the blocks.

The area of the mountain allocation applied for is 368.50 ha and the area of that service is 431.11 ha. Within the limit of the mountain allocation applied for, the active consumption of low-depleted peat is 686 thousand t, of which the vable stock is 686 thousand t and the active consumption of well-decomposed peat is 1 995 thousand t, of which the vable stock is 1 881 thousand t. the fields of use of the resource are peat and energy production. The mining licence applied for by OÜ TorfEst has a duration of 30 years as the mining operator.

The decision to initiate the mineral extraction permit procedure and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 435 5621, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to grant or refuse authorisation, everyone has the right to submit reasoned proposals and objections to the Environment Agency. The preparation of the draft mining permit decision will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
