Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the Osaühing Eesti Killustik (registry code: 10126848) (address: Jõgeva County, Põltsamaa Municipality, Rõstla village, Rõstla Rõstla paekivikarjäär, 48022) submitted an application for amendment of the mining permit for the sandy quarry of Pannjärve II.

By the application, the OÜ would like to include the Estonian chippings in the mountain allocation for the Pannjärvi II sandy quarry and to extend mining permit number KMIN-072 for 5 years, that is to say, 27.03.2030. the blocks formed by the geological survey and confirmed by order No 1-1/18/772 of the Director-General of the Land Authority of 26.04.2018.

The mountain allocation of the Spanlake II pasture is located in the municipality of Alutagus, in the municipality of Alutagus, in the village of Vasavere, in the northern part of the Pannjärve sandpasture (registry card No 210) on state-owned properties in the northern part of the Pannjärvi sandstone quarry (cadastritus 22901:001:0139) and the new-Pannjärve sandstone (cadastral mark 22901:001:0142). The North Pannjärd sand quarry and the new Pannjärve sand quarry are managed by the Ministry of the Environment and an authorised authority, the Maa-amet.

The mountain allocation of the Mountain base of the Mound Lakes II is 6,13 ha and the service area of the Mountain reserve is 7,00 ha. According to the application, as of 31.03.2019, the active consumption of the filler sand of the mountain sand is 835,0 thousand m ³ and the extracted stock is 397,0 thousand m ³ and the active consumption of the building sand is 409,17 thousand m ³ and the extracted stock is 230,17 thousand m ³. The average annual rate of mineral extraction is 80 thousand m ³. The mineral resource is to be used for concrete, construction and filling works.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest office of the Environment Agency (tel 674 4803, e-mail info@keskkonnaamet.ee).
The application is available digitally from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, Tallinn 11216.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
