Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency reports that the KIVOIL CHEMICAL INDUSTRY limited COMPANY (registry code: 10186158) (address: Turku 3, City of Kiviõli, Municipality of Lüganus, East Virumaa, 43125) submitted an application for amendment of the mining permit for the Kolustre gravel quarry No IVIM-013 (L.MK.IV-51125).

By this request, THE KIVIÕLI KEEMIATÖÖSTUSE OSAÜHING to extend the mining authorisation for the Kolustre gravel quarry for a period of 15 years and to change the name and registry code of the mining authorisation holder and the mining operator as a result of mergers.

The mountain allocation of the Clustre gravel quarry is located in the municipality of Alutagus in the municipality of Ida-Viru, in the village of Arutagus, in the Kolustre gravel deposit (registry card No 0391) on the site of the Kruusaoo owned by the applicant (cadastral mark 49802:001:0138).

The mountain area of the Clustre gravel quarry is 11.18 ha and the area served by the mountain quarry is 13.83 ha. According to the application, as of 30.04.2019, the active consumption of the building gravel of the mountain allocation is 208,63 thousand m ³, of which the on186, 63 thousand m ³ are mined, and the active consumption of the aggregate sand is 117,9 thousand m ³, of which the quarrying is 105,9 thousand m ³. The average annual rate of mineral extraction is 30 thousand m ³. The planned area of use of the mineral resource is construction and road construction.

The application is available digitally from the Register of documents of the Environment Agency at https://dhs-ADR-kea.envir.ee/.

Until such time as a decision is taken to amend or refuse to modify the mining permit, everyone has the right to submit reasoned proposals and objections to the application to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, Tallinn 11216.

The draft decision amending the mining permit will be further notified by the Environment in the official publication Ametlikud Teadaanded.
