Notice of initiation of the mining authorisation procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for amendment of environmental permit No. HARMON-061 (l.mk.ha-35902) for the extraction of mineral resources in the Pening peat production area of the Joint stock company Tootsi turbvas (registry code: 10021374) (address Pärnu County, Pärnu City, PÄRNU CITY, Papiniidu TN 5-BUREAU 1, 80010) has been accepted.

Authorisation number HARMON-061 (L.MK.HA-35902) for the extraction of the stock in the pening PEAT production area IS valid until 12.12.2019. During the period of validity of the permit, the stock of cod in the entire production area cannot be exhausted, which is why the aktsiaselts Tootsi Turvas wishes to extend the mining permit. Continuing to produce peat in the pening peat production area will ensure the sustainable use of the peat stock deployed, as this resource is not independently exploitable.

The peat production area of pening is located in the Pening peat deposit in Igavere village, Harju County, Raasiku (registry card No 0236). The mountain allocation and its catchment area are located on land owned by the Republic of Estonia within the Pening peat production area (cadastral mark 65101:004:0260, intended use 100% peat industrial land) and the Paunküla district 176 (cadastral mark 65101:004:0385, 70% arable land, 30% protected land). In part, the provision of the Pening mountains and its catchment area is reserved for the private property Pranto (cadastral mark 65101:003:1573, the designated use being 100% arable land). For the use of the French property, Tootsi Turvas has entered into a lease agreement on 22.10.2007 for a term of twenty years.

The area covered by the hill reserve of the pening peat production area is 88 ha and the area covered by the hill reserve is 241.91 ha. As of 31.03.2019, the active consumption of well-degraded hay peat associated with mining reserves is 320,838 ht, from which 276 ht. Mineral resources are used for agriculture and energy. The mining company is the joint aktsiaselts Tootsi Turvas. Mining authorisation No. HARMON-061 (L.MK.HA-35902) is to be extended for a period of 30 years.

The application for authorisation to exploit mineral resources and other relevant documents can be consulted at the nearest Office of the Environment Agency.
The application shall be digitally accessible in the https://dhs-ADR-kea.envir.ee/ system of the Environment Agency

until the decision to grant or refuse authorisation is taken, everyone shall have the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft decision amending the mining permit will be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
