Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the request submitted by AS Tariston (registry code: 10887843) (address Harju County, Tallinn, North Tallinn City, Toompuiestee 35) for modification of the permit to exploit the Seljametsa sand quarry has been accepted.

AS Tariston is exploiting in Seljametsa deposit in Pärnu County (registry card No 888) in Seljametsa's sandpasture on the basis of extraction permit No L.MK/320202 issued by order No PV 1-15/11/84 of 22.03.2011. a of the President of the Environment Agency's Pärnu-Viljandi Region. From the point of view of the sustainable and rational use of an environmental and mineral resource, it is reasonable to exhaust the mineral resources and to clean up the quarry on a given site. The request is therefore to amend the authorisation in order to extend the mountain allocation. Since authorisation No L.MK/320202 ALREADY expires on 21.03.2021, it is also intended to extend its validity for a period of 10 years from that date.

The sand Seljametsa applied for is located in the town of Pärnu, Pärnu, in Seljametsa village. The quarry applied for is located on State-owned cadastral parcels called Seljametsa sand quarry (identifier: 56801:001:1169) and Surju forest 35 (identifier: 56801:001:1195).

The area of the mountain allocation applied for is 4.67 hectares and the area of that service area is 6.19 hectares. Within the limit of the mountain allocation applied for, the active consumption of mineral aggregate sand is 103.845 thousand m3 and the active reserve of aggregate sand is 17.097 thousand m3. The extracted stock of filler sand is 90,942 thousand m3. Mineral uses include the construction of road embankments and the filling of the soil. The Mining Authority is named AS Tariston. The mining permit applied for is valid until 21.03.2031. The average annual extraction rate is 9 thousand m3.

until the decision to grant or refuse an environmental permit is taken, everyone has the right to submit reasoned proposals and objections to the Environment Agency. The draft central licence shall be further notified by the Environment Agency in the official publication Ametlikud Teadaanded.
