Notice of initiation of the environmental permit procedure

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS).

The Environment Agency States that the application for amendment of environmental permit No L.MK/329491 for the extraction of new stone oil mining minerals submitted by Enefit Mines as (registry code: 10032389) (address: Kiviõli 10, Municipality of Jõhvi, Municipality of Jõhvi, 41533) has been accepted.

Enefit excavations seek an increase of 6 million tonnes of the maximum annual mining rate set under the environmental permit for the extraction of the new Kiviõli mine's mineral resources.

The Enefit kaevandused also seek to modify the logistical solution authorised by the environmental permit for the extraction of the natural resources of the new Kiviõli mining as, so that, instead of the industrial territory of the Aidu quarry, the Mountain mass can be enriched in the industrial complex of the Oyamaa mine.

The mountain deposit of the new stone oil mine, with a surface area of 4130,54 ha and a surface area of 169,80 ha, is located in the municipality of Lüganus in Ida-Viru County. The mining company is Enefit Kaevandused AS. As of 30.06.2019, the stock of oil shale associated with mining reserves is approximately 138,48 million tonnes. The maximum annual mining rate applied for is 10 million tonnes.

The environmental permit application and other relevant documents can be consulted at the nearest Office of the Environment Agency.
The application shall be digitally accessible in the https://dhs-ADR-kea.envir.ee/ system of the Environment Agency

until the decision to amend or refuse to amend the environmental permit is taken, everyone shall have the right to submit reasoned proposals and objections to the Environment Agency. Proposals and objections may be submitted orally or in writing to the e-mail address info@keskkonnaamet.ee or to the postal address Viljandi mnt 16, 11216 Tallinn.

The draft decision amending the environmental permit shall be further notified by the Environment Agency in the Official Gazette Ametlikud Teadaanded.
