Notice of initiation of proceedings for an environmental permit'

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that Osaühing Eesti Killustik (registry code: 10126848) (address Rõstla paekivikarjäär, Rõstla küla, Põltsamaa vald, 48022 Jõgeva maakond) the request for renewal of the environmental permit submitted by the applicant has been accepted.

The environmental permit is applied for in the village Kose in Harju, county, in the town of Kos, for a chestnut quarry 2 (cadastral trail: 33801:001:0696, intended purpose: 100% mining land) owned by the State and managed by the Ministry of the Environment and an authorised authority, the Earth Authority.

The area covered by the mountain allocation for the sandy pasture of the requested Rõõsa II is 5.65 ha and the area covered by the mountain allocation is 8.44 ha. As of 31.03.2020, within the limit of the mountain allocation applied for, the active consumption of aggregate sand is 165.47 thousand m3 and the extractable stock is 139.47 thousand m3. The quantity of overburden is 23 h m3, including the quantity of soil is 5.60 h m3. The intended use of the mineral resource is construction. The average annual extraction rate applied for is 50 thousand m3. An artificial body of water is the direction in which the excavated land is reclaimed. According to the application, the environmental permit is extended for a period of 5 years.

Until the the granting or refusal of an environmental permit decision is made, any person has the right to submit reasoned proposals and objections to the To the Environment Agency. Proposals and objections may be submitted orally or in writing to an e-mail address info@keskkonnaamet.ee or to a postal address Viljandi mnt 16, Nõmme district, Tallinn, 11214 Harju county. 

The draft of Decision to renew the environmental permit will be announced by the Environmental Agency in the Official Announcements.
