Notice of initiation of proceedings for an environmental permit'

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that OÜ SOKKEL HOLDING (registry code: 12245586) (address Rapla maakond, Rapla vald, Purku küla, Lonni, 78401) the application for an environmental permit for the extraction of mineral resources in respect of the mountain deposit of the Lepkavane sandy pasture has been accepted.

Leptic sand quarry (an area of 20,56 ha for the mountain allocation and 18,89 ha for the mountain allocation) is located in the village of the shaft village in Pärnu County Town on the state-owned property “Taal Forest 66” (identifier: 14902:003:0231, intended use: arable land 100%). The land is managed by the Ministry of the Environment and the Centre for the Riigimetsa Majandamise Keskus is a designated authority. The area applied for is in blocks 1 and 2 of the sand-lime filling sand of the Lepplaane deposit (registry card 0980).

Aggregate sand extracted from mining reserves (use code 1207) can be used as aggregate. Extraction on the alpine deposit of the alpine sandy pasture contributes to meeting the needs of the area's filling sand. In particular, Lepkavane will be able to supply the necessary material from the sand quarry for the construction of the Tootsi wind farm planned by Eesti Energia Joint stock company. With the requested Leptable sand quarry material, the need for rail Baltica aggregates for the construction of a new railway nearby in the area can be ensured at minimum transport costs. The mountain allocation applied for is distant from the planned rail Balticatrassica corridor ~ 0,144 km south-west.

According to the request for an environmental permit for the extraction of mineral resources, the active consumption of mining reserves in the aggregate sand (block 1) is 119 thousand m ³, and in the aggregate sand (block 2) is 325 thousand m ³. Quarrying margin 117 thousand m ³ of aggregate sand (1 block), 311 thousand m ³ of aggregate sand (2 block). The average annual extraction rate is requested to be 31 thousand m ³ (the quantity of mineral resources is presented as at 01.01.2020). Quantity of coating 71 thousand m ³, including quantity of soil 56 thousand m ³. Mineral uses include construction and road construction. The direction of the remediation shall be arable land (woodland and grassland) and surface water. The period of validity of the authorisation applied for shall be 15 years.
