Notice of initiation of proceedings for an environmental permit'

Keskkonnaamet publishes this announcement under Section 47(2) of the General Law on the Environment (KeÜS).

Keskkonnaamet declares that AS Silikaat (registry code: 10022296) (address Silikaltsiidi tn 8, Nõmme linnaosa, Tallinn, 11216 Harju maakond) the application for an environmental permit to exploit the mineral resources of the God XI sandy quarry, submitted by the applicant, has been accepted.

The environmental permit is applied for in the village of Männik in Harju, County Freistaat Sachu, district 8 of the Viimsi cadastral unit (cadastral trail: 71801:001:0122, intended purpose: 100% arable land), which is managed by the Ministry of the Environment and an authorised authority by the State Riigimetsa Majandamise Keskus. The mountain deposit of the God XI sandy quarry applied for is situated in the Tallinn-Saku sandy deposit (registry card No 0109), partly covering 65 and 135 blocks of the active consumption of building sand. The area of the mountain deposit of the God XI sandy quarry applied for is 17.11 ha and that of the service area of the mountain deposit is 24.58 ha. The minerals extracted are, according to the application, building sand (an active consumable reserve of 615 thousand m3 and a mine reserve of 465 thousand m3). The quantity of overburden to be mined is 0 h m3, including the quantity of soil 0 h m3. The intended use of the mineral resource is the production of silicate and rock mixes, road construction, concrete mixes. The average annual extraction rate applied for is 35 thousand m3. Since the sand quarry of God XI applied for is situated in the lake of a cell, the explanatory memorandum to the application States that the land converted by mining is to be treated as a body of water. An environmental permit is requested for a period of 15 years.

Until the the granting or refusal of an environmental permit decision is made, any person has the right to submit reasoned proposals and objections to the On the application to the Environment Agency. The draft of Environmental permit decision will be announced by the Environmental Agency in the Official Announcements.
