Notification of the publication of a draft air pollution permit

The Environment Agency publishes a notice under paragraph 47(2) of the General Law on the Environment (KeÜS) (since 01.01.2017, formerly PARAGRAPH 78(1)).

The Environment Agency reports that the aktsiaselts Saarte Liinid have been completed (registry code: 10216057) (address: Rohu 5, 93819 Kuressaare) as well as the draft air pollution permit decision and permit. The operator shall apply for an air pollution permit for the release of pollutants into the ambient air from the handling of bulk goods on land located at Road 12, Rome, Kuressaare, Province (Roomassaare mark 34901:001:0082).
The operator's main activity is activities related to the operation of ports and the use of waterways (EMTAK code 52221). Air pollution permit is requested for cargo handling (EMTAK code 5224). The island of Roomassaare is the largest commercial port in Saaremaa, where hulls have also been built for passenger ships, oil tankers, fishing vessels and sailing boats. The port area includes an area of 74 000 m2 and an area of 80 700 m2. There are 6 quays of overall length 544 m. the maximum depth at the quay is 5.5 m. There are two cartons of cargo in the port (quays Nos 1 and 4). Air pollution permit is requested for the loading of freshwater and chipped cargo on ships and for the unloading of chips. The quantities of bulk products to be handled are 130 000 m3 of freshwater, 130 000 m3 of chipwood and 30 000 m3 of chippings per year. The annual emissions of pollutants to ambient air requested by the operator amount to a total of 3,821 tonnes, including 3,497 tonnes of fine particles and 2,361 tonnes of fine particles.
According to the urban development plan of Kuressaare, the production area of the port of Roomassaare is located in the commercial area. The main purpose of the land use of the areas adjacent to the island of Roomassaare is the business area and the commercial and service area. The nearest dwellings are situated approximately 2 km north of the Roomassaare of Rome. The installation is not situated in a conservation or conservation area, in a Natura 2000 bird area or in a nature area. There are no protected natural or individual objects in the vicinity of the establishment. The boundary of the storage area in the Gulf of Kuressaare is situated approximately 500 metres west of the installation.

The Environment Agency shall propose to hear the case without holding a public hearing.
