The Defence League publishes a notice pursuant to paragraph 58(1) of the Law on State property (RVS).

Under the terms and within the time-limits laid down in the agreement, the lessor shall make available to the lessee 4 (four) hangars (Nos 17, 18, 19 and 20) with a total surface area of 1250 m2 situated in the western region, the Õppekeskuse of Haapsalu, the village of Kiltsi, the teaching centre (kat.tun nus 67401:001:0047) and a total surface area of 2,287 ha situated around the hangar, in accordance with the attached position plan.
Beside the area to be rented, Kiltsi Airport is located.

The asset is granted for use on a lease basis for a period of ten years.
The starting price of the rent is EUR 600 per calendar month (VAT not included).
The draft lease is attached to this auction procedure.

The most important leasing conditions, in which the lessee understands that the carrying out of entries in the building register, the carrying out of possible land consolidation operations (for example, a change in the designated use according to the master plan) and the issue of any planning permission required do not depend on the lessee but on third parties (local authority, public authorities), so that the land consolidation operations may be delayed and the lessee may not be able to use the property as intended from the moment of validity of the contract:
The lessee is required to:
• organise the procedures for entering leased hangars in the building register and cover the associated costs,
:• organise the necessary land consolidation operations and cover the related costs;
• to designate, in cooperation with the lessor, the territory to be rented and to construct at its own expense the entrance to the territory of an existing road from the road of the Haapsalu-Rohuküla;
• ensure that the lessee, his staff and visitors/customers do not, intentionally or unintentionally, enter the Kilts Airport area without the consent of the Defence Kiltsi;
• upon termination or termination of the contract, return the property to the lessor no later than 60 (sixty) days from the date of termination or termination of the contract. The property must be returned in the same or better condition as it was received by the lessee, account being taken of the normal wear and tear involved in its use.

The lessee is prohibited from subleasing the property.
It shall be prohibited to store on property fire or explosion hazards, chemicals, hazardous waste and similar substances which may hinder the proper use of an aerodrome.

At the time of the conclusion of the contract, the lessee shall be required to provide security free of charge up to the amount of the three-month rent.

The lessor shall have the right to:
• apply temporary restrictions on the activities of the lessee in the territory of the asset on the grounds provided for by law;
• with regard to national defence needs to determine for a period of time restrictions on movement in the vicinity of the territory of the property;
• terminate the contract in an extraordinary manner, giving six months' written notice to the lessee if there is a justified need for the lessor to use the asset for defence purposes.

The lessee does not have the right to require the lessor, at the end of the lease, under any circumstances, to compensate for the lessee's investment in the asset.
The lessor does not have to coordinate with the tenant the implementation of tactical exercises at Kiltsi Airport.
The bidder must not have any tax arrears.

bids can be submitted at Gulf 17, on working days E-N 8:00 — 16:45, R 8:00 — 14: 00 of the WCPC western bumper. Tenders must be submitted no later than 9.45 a.m. on 29.10.2018. The envelope sent by post must have arrived in the western malting crew before the time of opening. The postal address is Bay 17, Haapsalu 90503.

Additional information: the auctioneers are obliged to pay EUR 600 to the Defence Association's current account No EE461010022002422007, reference 62020100012 SEB Bank, by 17.00 on 26.10.2018 at the latest. In the explanation, enter “auction guarantee”. The deposit shall be taken into account in clearing the rent for the first month. The written auction/opening of tenders shall take place in the Western malignant Staff of the Defence League located in Gulf 17, Haapsalu, 29.10.2018, starting at 10.00.
